Duty Free Allowances at Timor-Leste Customs

Airport: You can bring the following goods without paying any duties upon arrival

  • Your personal baggage
  • Goods for non-commercial use (up to the value of USD 300 (three hundred dollars).

Additionally, duty-free goods are limited per traveler to the following maximum quantities for each item:

  • Tobacco products
  • Perfume
  • Alcohol and alcoholic beverages
  • Coffee or Tea
  • Medicines

If you are under the age of 17, you:

  • Individuals are not allowed to bring tobacco, alcohol, or alcoholic beverages into Timor-Leste, but can bring other duty-free items up to $300.

  • Carrying goods exceeding $300 duty free is legally required, and failure to do so could result in fines or legal action. For goods under $1,000, Traveler’s Declaration (IT4) is easy, while Commercial Importation (IM4) is necessary for goods over $1,000.

If the goods are worth more than $1,000, how to bring?

  • If the goods’ value exceeds $1,000, a Commercial Import Declaration (IM4) must be made, requiring contact with a Customs Broker for assistance.

Fees and Charges

You need to pay duties and taxes in electronic payment slip. If anyone asks you for any additional types of payments, you should ask to speak with a manager or supervisor immediately. Alternatively, you can report the information to the Customs Hotline by calling 12200, or by completing an online report form.

You have to provide a copy of any relevant invoice or payment receipt to confirm the amount that you paid for your goods. Timor-Leste use this figure to calculate the value.

When to use a Customs Broker?

A customs broker is needed for incorrect commercial declarations, requiring understanding of required documents and Harmonized System (HS) code classification. Access to ASYCUDA World and a minimum-security deposit of $10,000 may be required, along with financial penalties for non-compliance.

Role of Customs Broker

  1. Obtain required information, documents, and authorizations.
  2. Classify your goods using the Harmonized System code (tariff).
  3. Prepare and submit an electronic goods declaration through ASYCUDA World.
  4. Represent you, and act on your behalf, if we or other government agencies need to inspect your goods.
  5. Organize with other entities, such as stevedore companies, for your goods to be made available for inspection (where necessary).
  6. Pay relevant duties, taxes, and other charges on your behalf.
  7. Collect your goods on your behalf from the Port or private storage and get them delivered to the place of your choice.

Documents Required for Customs Broker

You must ensure the accuracy of the documents before submitting them to your customs broker, as failure to do so may result in penalties or other legal consequences.

    of sale)

  • Any permits or licenses required (dependent of type of goods)
